Mercenary Caught Sitting Exam For Taraba Finance Commissioner, Sarah Adi

In the recording, exam supervisors question the suspect, who identified herself in the footage as Leavitt Felix.

The video obtained by journalists shows a candidate caught sitting the Institute of Chartered Accountants of Nigeria (ICAN) examination on behalf of Sarah Enoch Adi, the Commissioner for Finance in Taraba State.

In the recording, exam supervisors question the suspect, who identified herself in the footage as Leavitt Felix.

According to the supervisors, records show that Sarah Enoch Adi was the person for whom she was taking the examination.

A source privy to the records also confirmed to journalists that the commissioner outsourced the professional exam to the suspect, who identified herself as Felix.

In the video, the suspect confirmed ‘Sarah Enoch Adi’ as the person on whose behalf she was sitting the exam. When asked to state her own name, she responded: ‘Leavitt Felix.’”

When pressed on why she was in the exam hall, the suspect replied simply, “Sarah.”

“Mention it louder; you’re writing for Sarah Adi, right?” the supervisor asks. “Who is she?”

Another supervisor said, “She has mentioned it. She said Sarah Enoch Adi.”

The supervisors pointed out discrepancies between the suspect’s statements and the details in their system records, concluding that she had been dishonest about any connection to the civil service.

One of the exam officers said, “Who is the person? Where does the person work? Where does the person work? You told me earlier when we were talking. I was trying to confirm your information. You said you work in the Ministry of Finance. So, most likely, you mentioned the person’s office.

“Am I correct? So, who now works at the Ministry of Finance? So, who was it you linked to the Ministry of Finance?”

But when she shook her head in denial, the exam officer said, “Do you know that what you are telling me is not true? Because of what you told me, I confirmed. Oh, when she mentioned it, I checked on her CRM from the office, and I confirmed the address to be the address of the person who sent her. Because when she mentioned it, I confirmed, okay, fine, good.

“Before I asked you a question, you saw me going to open my system. I have looked using the student’s registration number. I have the person’s data, everything you were confirming, and that was why I knew.

“As you mentioned, I asked you for the phone number, I asked you when you registered, and everything you gave me didn’t match what is on the record in my system.”

However, the woman claimed she did not personally know Sarah, insisting that one Joshua contracted her to sit the exam on her behalf.

“So, you don’t personally know the person. So, who contracted you? Just feel free,” one of the exam officers asked.

Felix again said ‘Joshua’, adding she didn’t know his surname or where he worked.

Supervisors Threaten To Involve The Police

The supervisors in the footage made it clear that they would forward the information to law enforcement if the suspect did not provide full details.

“All the information we are getting here… we are going to get some double information from the police,” one supervisor warned. “We want to make it easy. So, if you give us the information, you just go. There is no need to waste our time.”

    Recent Calls For Adi’s Sacking

In August, Taraba State civil servants urged Governor Agbu Kefas to sack the state’s Accountant General, Mr. Gauis Danjuma, and Commissioner for Finance, Mrs. Adi, over alleged irregularities in the biometric verification exercise.

Speaking with journalists on the second day of their strike, the workers expressed outrage that the exercise had removed more than 7,000 names, including those of Directors and Deputy Directors, from the payroll.

They called on the governor to appoint competent replacements capable of repairing the damage and preventing a recurrence.

In June 2025, the Taraba State government, through the Office of the Accountant General and under the supervision of Finance Commissioner Mrs. Adi, with coordination by the Permanent Secretary in the Office of the Secretary to the State Government, Mallam Haruna Abdulkadir, conducted a biometric verification exercise for civil servants, which declared more than 7,000 workers as ‘ghost employees.’”

Meanwhile, according to the Forum of Commissioners of Finance in Nigeria, Adi was born on April 9, 1973, in Wukari, Taraba State (then part of Gongola State), to the family of Mr. and Mrs. Enoch Adi.

She reportedly earned a Doctorate in Accounting from Nasarawa State University, Keffi, in 2023, and a Master’s in Banking and Finance from Ahmadu Bello University, Zaria, in 2011.

Earlier, she reportedly obtained both a Higher National Diploma (2006) and a National Diploma (2004) in Accountancy from Plateau State Polytechnic, Jos, as well as a Diploma in Tax Administration from Kaduna State Polytechnic in 1998.

In August 2023, Governor Agbu Kefas appointed her as Commissioner for Finance, Budget, and Economic Planning in Taraba State, a position she continues to hold.
